The
management of the network has the following major components:
ASARECA
Committee of Directors (CD)
The
ASARECA Committee of Directors
(CD) is the governing body and the highest organ for decision
making process concerning programs of ASARECA. The committee
is composed by all the Director Generals of the National
Agricultural Research Organizations of the ten member
countries. It also includes a representative of the Deans
of the faculties of agriculture of the universities in
the region. The CD is responsible for setting policy and
priorities of ASARECA and overseeing the implementation
of the same through networks and programs. It will therefore
give final approval of priorities, strategies, work plans,
and M&E reports of ECARSAM.
ASARECA
The
day to day supervision, monitoring and evaluation of the
networks is provided by the ASARECA Secretariat based
in Entebbe, Uganda and including the Executive Secretary,
Technical Officer - Planning and Technical Officer - Monitoring
and evaluation. The Secretariat provides supervision support,
monitoring and evaluation of the networks and programs
by undertaking the following:
- Provide
overall guidance and managerial support;
- Liaises
with network and ASARECA partners on policy, legislation
and matters of institutional nature;
- Support
the network in the mobilization of resources;
- Supports
the network's capacity building effort
Steering
Committee
The
network will be managed by a regional steering committee
that will consist of one representative from each of the
member NARS with active sorghum and/or millet programs.
The NARS and other stake holders shall independently nominate
their representatives to the Steering Committee. As the
network will focus on technology exchange/transfer and
commercialization, the steering committee will also have
in its membership, representatives of key NGOs, farmer
group, private sector companies and organizations like
-grain producers, seed companies, processors and marketers/product
outlets, and Universities/advanced Research Institutes
(ARIs). There will also be some observers (strategic development
partners) at particular times.
The
Regional (Network) Steering Committee (RSC) shall elect
its own chairperson and vice-chair person from among its
members. The chairperson shall hold office for a period
of one year. The vice-chair person will be elected every
year and assumes position of chairmanship the following
year. In addition, the steering committee shall also develop
and supervise the implementation of medium and long-term
plan, design review and approve regional annual work plans,
approve research projects and budgets for network activities,
develop and implement resource mobilization strategies
and provide scientific advice and leadership to the network

HOSTING
INSTITUTION
Through
agreements made between EU (donor), ASARECA and ICRISAT,
currently the network is hosted and given management backstopping
by ICRISAT. The network also receives technical backstopping
from ICRISAT and INTSORMIL (International Sorghum and
Millet Collaborative Research Support Program of a consortium
of five Land Grant Universities of the USA).
REGIONAL
COORDINATING UNIT
Through
