ASARECA Regional Programmes
Staple Crops

The Staple Crops programme was created out of six ASARECA's former research networks, covering potatoes and sweet potatoes, cassava (root crops), maize and wheat, sorghum and millets, rice and bananas. This is currently the largest programme in terms of existing research portfolio and arguably one of the most important ones in terms of enhancing livelihood and food security of the rural poor in the ECA region.
The programme will aim at strengthening NARS capacity to respond to research needs and contribute to the achievement of the CAADP targets through close coordination, facilitation and networking of the different countries in Eastern and Central Africa (ECA). The programme aims at building platforms that will provide a forum for stakeholders to exchange and share information regarding regional priority issues on staple crops. A strategy (2007 - 2016) and Medium Term Plan (2008 - 2012) have been developed through a participatory process involving representatives of stakeholders from different organisations and the ten countries. Priority projects are being developed further with participation of the different stakeholders in the region. Implementation of at least two projects to commence in March 2008.

Non-staple Crops
ASARECA strategic plan identified horticultural crops, pulses and oilseeds as other important commodities whose improved production would have a significant impact on livelihoods and food security. This programme includes the former ASARECA networks on beans and coffee: some of these commodities may be staples in some countries, but their regional status does place them in this programme. The Programme will collaborate with and build on the achievements of ECABREN and CORNET through their hosts, CIAT and CABI, respectively. It will also develop a strategy for moving into the new high growth commodities such as horticulture and oilseeds. The Manager for this programme is not yet recruited and therefore the strategic planning and priority setting have not been done. The programme content presented is tentative.

Livestock and Fisheries
Livestock and fisheries products contribute a large share of the regional agricultural gross domestic product. Milk alone is ranked as a number one commodity in the ASARECA strategy. For this sector to keep pace with demand, it is imperative that animal and fisheries production is enhanced. The programme will build on the achievements of A-AARNET and develop modalities for continued collaboration with ILRI and other partners. It will also develop a sub-regional strategy for the new area on fisheries. The Manager for this programme is not yet recruited and therefore the strategic planning and priority setting have not been done. The programme content presented is tentative.

Agro-biodiversity and Biotechnology
The Agro-biodiversity and Biotechnology Programme was created to subsume activities under the two previous ASARECA networks: The Biotechnology and Biosafety Programme (ECABIO) and the Plant Genetic Resources Programme (EAPGREN). The Programme integrates agricultural biotechnology and agro-biodiversity by using biotechnology as a tool to enhance utilisation of agro-biodiversity. The EAPGREN activities which focus on capacity building in plant genetic resources are presently implemented as a project under this programme.

Natural Resource Management and Forestry
Managing natural resources is an activity that cuts across sectoral boundaries. It deals with agriculture (crops, livestock and trees), land, water and biodiversity, as well as land tenure, and other policy and social issues. A strategic plan and priorities were developed for all NRM NPPs (AHI, SWMnet and TOFNET) in 2003. The programme will build on the achievements of the former NRM related NPPs and develop modalities for continued collaboration with AHI which operates as a network under ICRAF, and other partners like ICRISAT. It will also develop a sub-regional strategy for the new area on forestry. However, the Manager for this programme is not yet recruited and therefore updating of the strategic plan and priorities have not been done. The programme content presented is tentative.

Policy Analysis and Advocacy

There will be dramatic changes in the global and regional agriculture and commodity markets driven by a combination of factors, e.g., urbanisation which will fuel unprecedented dietary preferences, climate change which will increase the frequency and severity of droughts and floods, escalating grain prices, rising costs of fossil fuels, increasing use of biofuels and prolonged economic growth of two of large countries - China and India whose demand for commodities from Africa and elsewhere is growing rapidly. Globally, agriculture is regaining prominence as a vehicle in poverty reduction and sustainable development.

The Policy Analysis and Advocacy Programme (PAAP) evolved from the Eastern and Central Africa Programme for Agricultural Policy Analysis (ECAPAPA). A strategic plan and medium term plans have been developed and are in alignment with CAADP and the guidance of FAAP for pillar iv.

Up-scaling and Knowledge Management
The Up-scaling and Knowledge Management programme is cross-cutting, aimed at enhancing the utilisation of research outputs and impact at scale. The programme has two thrusts one of which is TUUSI that develops and promotes tools and methodologies for uptake and up-scaling of new technologies and innovations for the benefit of agricultural extension and farmer empowerment. The knowledge management thrust focuses on the systematic capture, processing, packaging and sharing of knowledge in which it is supported by the ICU. A programme manager has not been recruited and therefore the strategic plan and priorities for the programme have not been developed. However, TUUSI strategy and priority areas have been identified and will be integrated into the programme strategic plan and priorities. The objectives, priorities, outputs and outcomes presented are drawn from the TUUSI strategy and some information from the former network (RAIN).
