ToR Burundi Agroecology Strategy

1. Introduction

The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a not-for-profit sub-regional organization of the National Agriculture Research Institutions of fifteen countries namely: Burundi, Cameroon, Central African Republic, Democratic Republic of Congo, Ethiopia, Eritrea, Kenya, Madagascar, Republic of Congo, Rwanda, Somalia, South Sudan, Sudan, Tanzania and Uganda. ASARECA is mandated to coordinate and convene human, physical, financial and institutional capital to implement Agricultural Research for Development initiatives in Eastern and Central Africa (ECA).

Through its Comprehensive Africa Agriculture Development Programme ex-pillar IV (CAADP-XP4) project, ASARECA is supporting Burundi to develop a National Agroecology Strategy. The CAADP-XP4 Project is funded by EU and managed by IFAD and it aims at enabling agricultural research and innovation, including extension services, to contribute effectively to food and nutrition security, economic development and climate mitigation in Africa. ASARECA is seeking the services of an Individual consultant to spearhead the Strategy formulation.

2. Objectives

The objective of this assignment is to develop the Burundi National Agroecology Strategy.

3. Tasks

The Consultant will be expected to undertake the following tasks:

• Review existing agricultural policies, strategies and programs

• Map stakeholders and institutions in agroecology
• Analyse agrifood system challenges.

• Use relevant tools to undertake agroecological practice mapping.
• Identify scalable agroecological interventions.

• Define vision, goals, strategic objectives, and guiding principles.

• Detail implementation arrangements, coordination mechanisms, roles, timelines, financing pathways and monitoring and evaluation arrangements.

• Present draft Strategy to stakeholders for validation during the physical validation workshop.
• Incorporate feedback from the validation workshop and produce final Strategy document.

• Inception Report (including work plan and methodology)
• Situational Analysis Report
• Stakeholder Consultation Report
• Draft Burundi National Agroecology Strategy
• Final Burundi National Agroecology Strategy (with M&E Framework and Implementation Plan)

ASARECA now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the following required qualifications and relevant experience to perform the Services.

• Masters’ degree in Agroecology/Regenerative Agriculture/Ecological Agriculture/Organic Agriculture/ Sustainable Agriculture.
• At least 10 years’ experience in Agroecology/Regenerative Agriculture/Ecological Agriculture/Organic Agriculture/Sustainable Agriculture policy in Africa.
• Proven track record in agroecology-related strategy/policy development within Eastern and Central Africa.
• Evidence of publications on agroecology
• Experience in agroecology multistakeholder platforms engagement and facilitation.
• Experience in utilization of agroecology M&E tools e.g. TAPE
• Fluency in both English and French.
